1. Legal Definition of "Hard Title" in Cambodia
In Cambodian real estate, a "Hard Title" denotes a land ownership or leasehold certificate registered directly with the central Ministry of Land Management, Urban Planning and Construction. The Ministry-issued 99-year long-term leasehold title for Dara Sakor (expiring 2107) is itself a Ministry-level Hard Title registration .
2. Four Mandatory Preconditions for Bulk Freehold Conversion
