Dara Sakor Land Bank: 360 km² Under One Master Plan

Few developers in Southeast Asia can offer hundreds of contiguous hectares with clear tenure and an approved master plan behind them. Dara Sakor officially spans 360 km², of which roughly 238 km² is developable, along about 90 km of coastline, organised into seven functional zones. This page sets out what that land bank consists of, how cooperation works, and the current status of a few areas people regularly ask about.

1. Total area and spatial composition

Total area is 360 km² (independently measured at 362.719 km², a 99.25% match). Of that, roughly 238 km² is developable land and 122 km² ecological reserve. The coastline runs about 90 km, forest reserve covers around 75 km², and protected mangrove wetland around 47.74 km².

The seven functional zones are: Chanxin 2,731 ha (wellness, cultural tourism, eco-living); Yunhai 1,890 ha (coastal resorts, upscale hotels); Haiyun 1,006 ha (golf, marina, waterfront leisure); Bichao 2,292 ha (commercial and coastal community); Tianhai 2,312 ha (port-adjacent industrial park, logistics, bonded processing); Zhihui 3,736 ha (education, smart city, administration and business); and Baishi 2,243 ha (heavy port logistics, eco-agriculture).

2. What the reserve land actually looks like

Every zone holds reserve land where detailed planning has not yet begun. Location, area and tenure for such parcels are handled case by case and are not itemised here, for the same reason as the islands: nothing goes into external wording before its status is confirmed.

That works in a buyer favour. Where detailed planning is complete, the parameters are fixed. Where it has not started, planning conditions can still be shaped in consultation with the authorities. Counterparties who can absorb tens of hectares or more are usually discussing exactly this kind of land.

3. Three cooperation models

Outright acquisition: the buyer takes the whole parcel and develops it. Joint development: both sides contribute land and capital on agreed shares and share the outcome. Land plus turnkey build: the group builds to the buyer specification and delivers. All three apply in the tens-to-hundreds-of-hectares range.

The path runs in four steps: initial inquiry, due diligence and a tailored proposal, site visit and executive meeting, then a definitive agreement. Pricing and terms for bulk parcels are set case by case against the specific parcel, area and intended use; there is no single published rate.

4. The infrastructure underneath it

Dara Sakor International Airport is built and operating with a 3,200-metre runway, the Phnom Penh–Dara Sakor route is in service, and the airport is technically able to take on further routes. The 10,000-ton deepwater port is built . Reservoir capacity of 25 million m³ and roughly 400 km of roads are in place, including the 68 km Saiputhong Avenue.

This is the decisive test for whether a bulk parcel can actually be developed. All three access modes — sea, land and air — are already delivered and continue to improve alongside Cambodia national infrastructure programme. That is what separates reserve land here from raw land elsewhere.

5. Regional status: the Long Bay area

This is the single most common due-diligence question, so here it is directly.

Land in the Long Bay area was acquired from UDG by Zhengheng Group around 2019 and belongs to a separate legal entity, unrelated to Coastal City Development Group and to this project . The area was first developed as a resort, later leased out to scam operators after pandemic losses, and was cleared by the Cambodian government in February 2026.

What happens next to the buildings there is decided by their own rights holders. Market discussion about reuse for vocational training, industrial offices and similar is regional public information. We do not market that area, arrange no tenancies in it, and make no representation about its status. It appears here only because anyone doing due diligence in this region deserves an accurate picture rather than a second-hand one.
