Digital creativity is one of China's five strategic emerging industries and was included in the national development plan for strategic emerging industries under the 13th Five-Year Plan in December 2016. Tourism, a strategic pillar of the national economy, generated RMB 6.6 trillion in revenue in the previous year. The convergence of the two sectors has become increasingly visible. By combining culture with technology, a growing range of tourism products now offer both cultural depth and creative experiences, making travel more engaging and diverse and driving change across the industry.

The idea of combining digital creativity with tourism has been applied for years. Virtual-reality venues, 5D cinemas, museums, and science centers use digital films for education and exhibitions, while virtual tours became widespread during the pandemic. As demand for better experiences grows, travel patterns and visitor settings are being reshaped. Familiar cultural elements can become the starting point for intellectual-property development, and tourism is increasingly being combined with recognizable creative properties. Against this background, the Cambodia-China Comprehensive Investment and Development Pilot Zone, also known as Dara Sakor, proposed using creative design and digital technology together with Dara Sakor's distinctive resources. Multimedia, virtual reality, augmented reality, and other interactive technologies would be used to create immersive tourism experiences.

The stated plan was to use digital tools to develop Dara Sakor as a smart-tourism pilot area and an international coastal destination. It also envisaged a digital cultural-tourism industrial park and collaboration among government, industry, universities, and research institutions. Building durable cultural properties requires broad cross-sector cooperation, innovation, sustained development, and long-term investment.

Based on the 'Seven Dreams and Stars' tourism concept, the project proposed a creative system shaped by intellectual-property thinking. Technology, social interaction, animation, digital entertainment, and esports would be integrated into the cultural-creative framework. The aim was to develop cultural properties that combine local characteristics with a contemporary character, support brand communication, and present cultural content to international audiences.

The article concluded that new technology and creative culture could give cultural properties new forms, build stronger emotional connections with visitors, encourage repeat visits, and support the wider development of tourism. It presented the approach as a model for integrating culture and tourism and for pursuing higher-quality tourism development under the Belt and Road Initiative.
