On November 6, the Belt and Road Forum on Cooperation Between Participating Countries and Local Governments was held at the National Exhibition and Convention Center in Shanghai. The event was organized by the China Association for International Economic Cooperation, a national organization supervised by China's Ministry of Commerce that studies international economic cooperation, supports policy exchanges, contributes to development strategies, and encourages companies to participate in the Belt and Road Initiative and international industrial cooperation. As a supporting event of the third China International Import Expo, the forum aimed to promote practical exchanges and cooperation among governments, enterprises, local authorities, and institutions from participating countries.

In his remarks, Cui Mingmo said that although the first half of the year had been severely affected by the COVID-19 pandemic, building an open world economy remained an inevitable part of globalization and aligned with the shared direction of national economic development. Facing the combined pressure of controlling the pandemic and restoring economic and social activity, he called for the Belt and Road Initiative to provide more platforms for international cooperation, combining outward engagement with the introduction of overseas resources. He also said that cooperation should reflect the different development levels, practical needs, and plans of participating countries so as to support long-term mutual benefit and stable development.
