On October 29, 2023, executives and colleagues from Coastal City Development Group Co., Ltd. and the Dara Sakor Bottled Water Plant attended a groundbreaking ceremony for the plant. The ceremony marked the project's entry into the implementation stage and a new phase in Dara Sakor's water-supply development. Guests included Sun Ying, vice president of Coastal City Development Group; Wang Bocheng, general manager of marketing; Chen Wei, general manager of the Dara Sakor Water Plant; Liu Zhong, general manager of the Green Manufacturing Research Institute of the Nanjing Qingyan Transmission Equipment Research Institute; shareholder Wang Xiaoqiang; investment adviser Li Cheng; marketing director Wu Yuanyong; and Hao Ran, the drinking-water distributor for Sihanoukville.
