Bulk Parcel Tenure Conversion Guide

This page addresses investors acquiring bulk parcels of tens of hectares or more. Cambodian local developers and local capital are the most direct route, since they skip the naturalisation step and carry the lowest cost — but Cambodia permits multiple nationality and provides a lawful pathway to apply for citizenship , so Chinese business owners and Russian- and English-speaking investors qualify for this pathway as well. This page does not apply to the small-plot residential product covered on the flagship page (see the flagship page link).

Conversion path, as stated

For land held under a 99-year lease, a buyer who holds Cambodian nationality can convert it to permanent ownership after settling outstanding taxes. The process involves multiple ministries — land management, environment, and economy and finance among them — and is costly and administratively heavy, so it generally applies only to bulk parcels of tens of hectares or more. Coastal City Development Group can assist customers through this process and has completed successful cases.

Four preconditions (all required)

Two tenure types coexist

Every parcel at Dara Sakor starts from the same 99-year lease issued by the Ministry of Land Management (expiring 2107); a number of bulk parcels have since been converted to permanent titles.

Coastal City Development Group has completed successful conversion cases for customers. For customer privacy, this public page does not disclose customer names, parcel locations, sizes or dates — details are available in a one-to-one consultation.
