Dara Sakor Islands & Marine Tourism
Island tourism in southwestern Cambodia has been building for years, and Dara Sakor sits directly on that line: roughly 90 km of coastline, several small near-shore islands inside the 360 km² project area, and the mature island clusters of the Gulf of Thailand and Koh Kong just beyond. 1. Island resources today
The 360 km² Dara Sakor project area includes several small near-shore islands. Their individual numbering, area and tenure status are still being confirmed, so this page does not itemise them publicly. For a counterparty with a concrete proposal we explain the actual position one to one.
That is discipline rather than evasion: this project publishes no external area or tenure wording for any parcel whose status is unconfirmed. Once confirmation lands, it is published under issued wording.
2. Koh Sdach and the regional island routes
Koh Sdach lies in Koh Kong Province and is an established island destination in this region. In June 2024, Coastal City Development Group agreed and executed a running-water supply solution with the provincial government, the island owner and resident representatives — a record of real involvement in regional island affairs.
The group current three-day discovery itinerary uses the over-water bungalows of Koh Apikjun Resort on Koh Sdach, departing Wednesdays and Fridays in groups of 30 . The island route out of Dara Sakor is already running, not a plan on paper.
3. Seaplanes and the VET partnership
On 30 June 2025 Coastal City Development Group and VET Group signed two agreements in Phnom Penh: VET first 100-hectare development at Dara Sakor, and the VET AIRWAYS project covering seaplanes and a flight school at Dara Sakor International Airport.
Earlier, in March 2025, the parties signed an 8.5-hectare land purchase agreement for a royal beach resort estate, a seaplane station and a marina. The Koh Sdach resort cooperation running since December 2022 covers 11 hectares including a hotel resort, karting and seaplanes.
At the Asian General Aviation Show in November 2025, Dara Sakor International Airport exhibited jointly with Neomi Seaplanes and the VET Flight School. Seaplane operations here are not a concept: operator, airport and land are all in place.
4. The VET cooperation development zone
The VET cooperation development zone is planned at 100 hectares, price by negotiation . Note that the map still carries an older hand-drawn outline of roughly 40 hectares; that outline is indicative only, the 100-hectare figure governs, and the actual boundary follows the formal plan and the contract.
The zone sits next to the Koh Sdach pier frontage and forms the mainland start of the island routes. For an operator in marine tourism, marina management or coastal resorts, it is currently the most directly positioned piece.
5. Marine tourism directions open for discussion
Realistic tracks include island resort product development, yacht and marina operations, seaplane sightseeing routes, dive and snorkelling bases, leisure-fishery tourism, and combined island-and-mainland resort itineraries.
Some of these already have partners in place and some remain open. Land, shoreline use and operating permits are settled case by case, and any shoreline project must respect the 50-metre coastline setback where building is prohibited .
